Deputies to the 15th Ningbo People's Congress held panel discussions on the government's work report of last year on Jan 17.

Concentrating on the major topics of reinforcing environmental management, creating ecological space and improving people's lives, deputies voiced their suggestions and advice based on their own work and life experiences.

Management of water resources was a subject of lively discussion. Ke Wuen suggested the city adopt a zero-tolerance attitude towards water pollution and improve its inspection procedures. Zhang Liming initiated a different perspective by advising introduction of more clean-energy projects and development of rural tourism. Another deputy, Qin Ling, said there was a lot of room for a recycling operation mode in the city's agriculture sector.

Food safety was a hot topic when discussion turned to how to improve people's quality of life. Xu Yuping suggested that the whole city set up an information platform able to trace the origin of food in a bid to affix responsibilities to certain companies.

Turning their attention to preschool education, You Haiya and Wang Tailang both thought it necessary to have greater standardization of kindergartens in Ningbo. Gao Zepu raised the concept of development of schools in comparatively remote areas.

Medical care, another important issue in people's lives, drew a lot of comments from workers in that area. Liu Jianli focused on the combination of medical care and nursing services for senior citizens, which she thought would be a good orientation for both industries. Xu Lianghong from Zhenhai People's Hospital suggested the establishment of an emergency center for the petrochemical industry, an economic pillar in Ningbo's Zhenhai district.
