Zhenhai district plans to step up talent introduction

The government of Zhenhai district in Ningbo, East China's Zhejiang province recently released a plan aimed at introducing more high-caliber and innovative talents this year to boost local development. 

"With the construction of the Yongjiang Technological Innovation Corridor being a hot topic during the city's annual two sessions, and Zhenhai district playing a core role in the undertaking of it, the introduction of high-caliber talents is of urgency to the district," said an official from the district's science and technology bureau. 

The district will focus on introducing talents specializing in the new materials, information technology, new energies, marine high-tech, environment protection and creative and cultural industries, especially "those representing the advanced technological level, holding proprietary intellectual property rights and having promising development prospects," said the official. 

Funds of up to a maximum of 6 million yuan ($893,000) and loans of 10 million yuan will be granted to the introduced startups, as well as subsidies for talents to settle in the district, and offices and production plants for free.

But the talents shall stay and work in the district for no less than six months a year and their startups shall not leave within 10 years after they receive the funds, according to the plan.

The district has reformed the review mechanism for talent introduction over the past year, which has greatly enhanced its talent introduction efficiency.

There were 258 high-caliber talents applying for settling in the district last year. This year's review will start in late May and the result will be announced in late June. 

"Talent introduction is just the first step. We will establish a strong mechanism for retaining them," said an official from the local authorities in charge of introducing talents.
