Ninghai county in Ningbo, East China's Zhejiang province recently released seven new policies to step up its efforts of attracting talents.

The policies focus on attracting innovative talents from all walks of life, with incentives given to both the talents and the employers, to encourage companies' recruitment of talents. 

A new and flexible evaluation system that breaks the academic threshold is also being introduced to attract more potential talents that will boost the development of local industries. 

In addition, the policies emphasize the introduction of cultural talents such as writers and artists, with a plan to select 30 outstanding cultural talents every year and grant a certain amount of funds to support them. 

Ninghai county has been committed to introducing talents in recent years. The number of talents in the county hit 170,000 last year, up 11 percent year on year, ranking second in the city in the growth. Meanwhile, its increase in the amount of high-level talents ranked first in the city, at 68 percent year on year.
