Ningbo rolls out plan to support low-income farmers

Ningbo, East China's Zhejiang province, recently rolled out a plan to help low-income famers in an effort to create a moderately prosperous society in all respects by the end of this year.

The city will work to ensure that low-income farmers have access to adequate food and clothing, compulsory education, basic medical care, safe housing and safe drinking water, according to the plan.

It will strive to raise the per capita disposable income among local low-income farmers by over 10 percent and increase the annual per capita income of all households to at least 9,000 yuan ($1,304.3).

In addition, Ningbo aims to ensure that all administrative villages have an annual collective income of more than 300,000 yuan and an annual operating revenue of over 100,000 yuan. 

Over 70 percent of the villages are expected to have an annual collective income of one million yuan, according to the document.

The city is also set to further expand insurance coverage for low-income farmers, reducing the possibility of poverty caused by fatal illness and accidents. 

Official data show that per capita disposable income among rural residents in Ningbo was 36,632 yuan in 2019, representing an increase of 8.9 percent. Their per capita consumption expenditure was valued at 22,797 yuan, up 4.3 percent. 

Over the year, the ratio of per capita disposable incomes between urban and rural residents in the city dropped from 1.79 in the previous year to 1.77, shrinking for the 16th consecutive years.
