Zhejiang's achievements during 14th Five-Year Plan period
Zhejiang reviewed its economic and social achievements during the 14th Five-Year Plan period (2021-25) as the fourth session of the 14th Zhejiang Provincial People's Congress opened in Hangzhou on Jan 14.
Over the five-year period, the province's GDP surpassed 7 trillion (about $1 trillion), then 8 trillion, and later 9 trillion yuan, ranking fourth nationwide in overall economic scale. Per capita GDP rose from 105,000 yuan in 2020 to about 140,000 yuan in 2025.
Innovation capacity strengthened markedly. Research and development spending intensity increased from 2.77 percent to about 3.3 percent, ranking Zhejiang fourth nationwide in regional innovation capability. The number of industrial enterprises above a designated size with annual business revenue of 20 million yuan or more grew from 47,000 to 61,000, high-tech enterprises from 22,000 to 49,000, and listed companies from 518 to 731.
Living standards improved steadily. Per capita disposable income for all residents exceeded 70,000 yuan, while the income ratio between urban and rural residents narrowed from 1.96 to about 1.81. The urbanization rate of the permanent population rose from 72 percent to around 76 percent.
Progress was also recorded in social well-being and environmental quality. Public satisfaction with the ecological environment increased from 84.7 to 89.6, and average life expectancy rose from 80.2 years to 82.5 years.
