Talent program reaches fruition in Ningbo

Over the past decade, Ningbo in Zhejiang province has attracted some 2,000 high-level talent projects under the "Yongjiang Talent Program".

In 2011, the Ningbo authorities launched the "3315 Plan", which was later renamed the "Yongjiang Talent Program", to attract and retain talent. Under the program, various preferential talent policies and measures have been launched and upgraded to meet the city's economic and social development needs.

In 2020, a special project was introduced specifically for young talent, with a maximum reward of 1.5 million yuan ($204,999).

According to the Talent Office of the CPC Ningbo Municipal Committee, more than 400 projects led by talent get supported every year under the program. Companies established by talent also have an opportunity to receive financial support from the government.

Due to the program, since 2011, 2,303 high-level talent projects and 585 enterprises have been introduced to the city.

To attract more projects, applications for the program have been opened year-round since 2022 and the selection is held twice a year. 

In 2023, 3,435 applications from individuals and talent teams were received and nearly 200 projects were included in the program after this year's first selection. Among the projects, over half are led by young talent, and 64.5 percent are related to the digital economy, new materials, and high-end equipment manufacturing.
